The service is intended for Slovaks living abroad who do not have permanent residency in the territory of the Slovak Republic, are citizens of the Slovak Republic, or hold Slovak nationality while maintaining Slovak national identity. Through the service, it is possible to submit an application for the issuance of a certificate for a Slovak living abroad to the relevant consular office of the Slovak Republic, for which the applicant reserves a meeting for processing the application based on the country where the citizen is located – list of consular offices list of CO. The output of the service is the delivery of the certificate for a Slovak to the applicant abroad. In the case of using the eID card, communication with the citizen takes place through the eDesk mailbox, speeding up the application process and significantly reducing the risk that the applicant has to come to the consular office multiple times. However, the service can also be used without using the eID card. The guaranteed electronic signature of the citizen is not required for processing the electronic form. The service is available 24 hours a day.
The service is subject to a fee at the consular office. The fee amount is defined by the Office for Slovaks Living Abroad and is the same for all consular offices. The following documents are required for the successful provision of the service: Official document to prove Slovak nationality. Slovak nationality is proven by the original official document or its officially certified photocopy, which contains the record of the applicant’s or their direct ancestors’ Slovak nationality (this information may be included in official documents such as birth certificate, baptismal certificate, extract from the registry, marriage certificate, certificate of citizenship, or residence permit of the applicant, school certificate, etc.). Official document to prove national identity. National identity is understood as the active expression of allegiance to the Slovak nation and the values representing the Slovak language, cultural heritage, and traditions. National identity is proven by a document, a declaration by the applicant about verifiable results of their public activities, or a written testimonial from a community organization operating in the applicant’s place of residence. If no such organization or association operates in their place of residence, a written testimonial from at least two Slovaks living abroad who reside in the same country, regarding facts related to the applicant’s national identity. National identity is also proven by proficiency in the Slovak language, confirmed by a personal interview when applying. Two color photographs with dimensions of 3.5 x 4.5 cm. A photocopy of a valid travel document or identity card of the applicant, which includes personal data, a photograph, document number, series, and validity to provide correct personal data in the certificate. The certificate can be renounced based on a request by the applicant or a person who has not been legally convicted of an intentional criminal offense or an offense that, according to the laws of the Slovak Republic, is an intentional criminal offense. The person should not engage in activities harmful to the interests of the Slovak Republic.
Steps to use the electronic service: The following steps outline the brief actions you need to take to use the electronic service to submit an application for a certificate for a Slovak living abroad. A detailed description of using the electronic services of the Ministry of Foreign and European Affairs of the Slovak Republic can be found in the User’s Guide to Electronic Services, available on the application page. Fill out the electronic form (this step is optional, but submitting the completed electronic form will shorten your time spent at the consular office). Reservation of a meeting at the relevant consular office – after submitting the reservation, you will receive a message in your eDesk mailbox (or email) confirming the meeting reservation. To make the reservation valid, it must be confirmed. If your identity documents are nearing expiration, reserve a meeting at the consular office as soon as possible. Submit the electronic form and reservation to the relevant consular office.
Steps after using the electronic service: In case you have submitted the electronic form for an application for a certificate for a Slovak living abroad and a reservation, you will need to perform the following activities: Communication with the consular office employee – if the submitted electronic form has deficiencies, the consular office employee will contact you to address the discrepancies before your arrival at the consular office. Communication will take place through the eDesk mailbox if you apply by logging in with an eID card or through the email you provided in the contact details if you were not logged in. Visit the consular office – attend the consular office at the reserved time, presenting all the necessary documents listed in the service description. During the visit, your biometric data will be captured, and you will sign the application for the certificate for a Slovak living abroad, pre-filled in case you submit the completed electronic form with the reservation. The applicant must bring all the required documents listed in the service description and on the relevant form for the reserved meeting. Without these documents, the application may not be successfully processed at the meeting. Receiving the certificate for a Slovak – the certificate will be handed over to the applicant at the respective consular office of the Slovak Republic. In special cases, another person can receive the certificate on behalf of the applicant. It is necessary to submit authorization from the applicant for this action, with their officially certified signature (Certification of Signatures, Translations).
